Status of Non-Hierarchical Authority Delegation

Are there actual instances of non-hierarchical authority delegation?

When the authority over a certain topic is delegated to more than one community, the delegated communities are usually ascribed different degrees of authority; the expertise of one community is often placed above the expertise of another. There are many historical cases of such hierarchical authority delegation.1 The question is whether there have been cases of multiple authority delegation where the delegated communities have been ascribed equal authority, such that the delegating community could freely select which expert community to refer to in any individual case.1

In the scientonomic context, this question was first formulated by Mirka Loiselle in 2017.
